refactor(plus): 10GB -> 5GB

refactor(plus): 10GB -> 5GB

We only have a single user that's using more than 5GB so we are scoping the
allottment based on real-world usage.  This will also help us maintain healthy
services by clipping whale activity and preventing using pgs as a generic obj
storage system.
